Chris Hyde-Lay, Park Manager for Dist. of Oak Bay gets my vote. He's in the middle of the UFS process with Diamond Head Consulting. He has a lot of Oak Bay stats fresh in his head plus he has the gift of the gab to send clear messages to your intended audiences especially small trees communities of similar size.
