I’ve been corrected:
Permit $150 1-5 trees
              $300 6-10 trees
                $600 10- plus trees

Still looking for confirmation that general pruning requires a permit. RE: “but does not include pruning or removing branches in accord with Good Arboricultural Practice conducted in accordance with a Permit”.

City of Peterborough
By-Law 17-120

Permit required to injure or destroy trees 15cm dbh and greater.
Injury: seems to indicate a permit is required to prune protected trees

 1.  Injure ? means to injure or Destroy a Tree by any action that causes physiological, physical, biological or chemical damage to or the death of a Tree, but does not include pruning or removing branches in accord with Good Arboricultural Practice conducted in accordance with a Permit. Injury or Injured shall have their corresponding meaning.

Permit application fee is $300.

I pity private Arboriculture enterprise servicing the Peterborough market. They are about to experience a recession, especially if pruning permits are required. (Looking forward to being corrected on this interpretation)
