Best to contact Peterborough to be sure, but Surrey BC has similar language in our Bylaw and you do not need a permit to prune. The expectation is that pruning conforms to ISA Best Management Practices and ANSI Standards. There are fines for poor pruning not to BMP.
We require permits to prune trees with a Heritage designation (different from a Bylaw protected tree), but the permits do not cost, and simply ensure ISA Certified arborists are pruning Heritage trees, and properly.

I’ve been corrected:
Permit $150 1-5 trees
$300 6-10 trees
$600 10- plus trees
Still looking for confirmation that general pruning requires a permit. RE: “but does not include pruning or removing branches in accord with Good Arboricultural Practice conducted in accordance with a Permit”.

By-Law 17-120
Permit required to injure or destroy trees 15cm dbh and greater.
Injury: seems to indicate a permit is required to prune protected trees
1. Injure ? means to injure or Destroy a Tree by any action that causes physiological, physical, biological or chemical damage to or the death of a Tree, but does not include pruning or removing branches in accord with Good Arboricultural Practice conducted in accordance with a Permit. Injury or Injured shall have their corresponding meaning.
Permit application fee is $300.

I pity private Arboriculture enterprise servicing the Peterborough market. They are about to experience a recession, especially if pruning permits are required. (Looking forward to being corrected on this interpretation)
