[CANUFNET] Tree roots in sewer lines

It doesn't sound as if you were enforcing the by-law with respect to
removing roots from sewer line laterals, and if nothing changes, won't be
enforcing it in the future.

Some risk managers, managers of by-law enforcement and city solicitors
suggest not cluttering up by-laws with extra language that deals with
events are where complaints from the public are unlikely to arise, and
which would not likely be enforced should they actually happen.  If a
complaint does come in to by-law enforcement about the pruning of roots
inside a lateral pipe (and it likely would not), they can simply choose to
not enforce the by-law.
