Hello Chelsea,
The City of Edmonton has a volunteer tree planting program called Root for
Trees <http://rootfortrees.ca>.
We work with volunteers planting native trees & shrubs in areas which are
being brought back to a more natural state.
The program works with a wide demographic from girl guides, school groups,
and businesses.  It has been very successful at educating and bringing
awareness to the Urban Forest.
This year from May to October we worked with over 5000 volunteers and
planted close to 35,000 seedlings.
Once these trees mature they will be maintained through our Natural areas
working unit.

Edmonton also has a program called Request to Plant

where Edmontonians are invited to submit a proposal to plant a tree on
public property.
The citizens are responsible for the full cost and are required to maintain
the tree until established (approx, 2 years).
Once established the tree is brought into the City's tree inventory and is
then maintained through the City of Edmonton Urban Forestry.
