HI Michael,

To Naomi's point - it depends on what you want to measure -totally agree.

For my community we create a State of Urban forest report each year on an end of year basis.   The most recent report is available online at the City of Regina Open Data Portal.  Some measure are to educate residents, some measures are for summaries of measures against strategic goals urban forest measures, some are basic measures  for day to day activities, etc.
