The RBG inquest was specific to RBG and does not include a mandate for
municipalities, conservation authorities, parks and institutions
managing large populations of trees. A plan text reading of the
_Verdict for Coroner's Jury_ and the _Verdict Explanation_ does not
indicate any recommendations that are to be applied outside of the RBG.
18 recommendations were made by the Jury and commented on by Dr. Wolski,
the Coroner for Ontario. These were largely implemented by RBG and Ian
Bruce.
Reading the documents one must be very careful to interpret the
language, specifically risk; ISO 31000 defines risk as "the effect of
uncertainty on objectives" while risk is used to indicate likelihood of
failure, danger, unsafe, hazard etc. in common language usage.
