I reread Michael's comments. He is right, I agree but what I meant was "as a result of the coroner's inquest" not "at the coroner's inquest". Sorry but I needed to make that clarification. The coroner that I worked for was Dr. David Eden. I made 2 trips to the RBG to inspect the trails and discuss the maintenance and monitoring of the trees. Right after the inquest that I attended as an expert witness, the industry in fact did make changes to the way trees were inspected and maintained. The Toronto Region Conservation Authority was the first to document a Tree Risk Assessment Policy followed by many others.
My post was regarding private trees targeting public lands. Michael has provided some input to this thank you.

The RBG inquest was specific to RBG and does not include a mandate for municipalities, conservation authorities, parks and institutions managing large populations of trees. A plan text reading of the Verdict for Coroner's Jury and the Verdict Explanation does not indicate any recommendations that are to be applied outside of the RBG.
18 recommendations were made by the Jury and commented on by Dr. Wolski, the Coroner for Ontario. These were largely implemented by RBG and Ian Bruce.
Reading the documents one must be very careful to interpret the language, specifically risk; ISO 31000 defines risk as "the effect of uncertainty on objectives" while risk is used to indicate likelihood of failure, danger, unsafe, hazard etc. in common language usage.

A mandate was given at the coroner's inquest in 2005 towards the development of Tree Risk Assessment Policies as a result of the unfortunate child death on an educational trail at the Royal Botanical Gardens. At that time, I was retained by the coroner. This mandate was for municipalities, conservation authorities, parks and institutions managing large populations of trees. I would like to know in the case of municipalities how private trees targeting public lands are being evaluated and monitored? Sadly, I am in the middle of this now.
Secondly, I would appreciate any opinions on what the average homeowner is expected or should know about trees at risk on their properties. I do know about Property Standards ans associated bylaws.
