In the recent ON election, the PCs won 100% of the power with just 40.84% of the vote -- and since yoter turnout was just 43.54%, the current “majority” government is supported by 17.78% of eligible voters. Under a PR (proportional representation voting system), if a party gets 40% of the vote, they get 40% of the seats.
