City cancels crack pipe program

Ottawa's hotly debated crack pipe program has been snuffed out by city
council. 

College Coun. Rick Chiarelli introduced the controversial motion and said
that supplying the paraphernalia to enable addicts to smoke crack was
sending a mixed message. 

"We are spending tax dollars on apprehending the drug users, then spending
more dollars on delivering crack pipes to the users," he said. "It's one of
the most ironic mixed messages a municipal government could send. It's just
stupid. It's not the way you spend tax dollars." 

Council voted 15-7 to stop the program.
