The City of Ottawa is releasing a Request for Proposals (RFP) to develop up
to 180 dwelling units of affordable rental and supportive housing. The
intent of this RFP is to promote the development of small (7 to 12 units)
and medium size projects (more than 12 units) by encouraging acquisition and
rehabilitation of existing buildings as well as new construction. 

Action Ottawa is the City’s primary program for increasing the supply of
low-income affordable housing in Ottawa.  The program is designed to
facilitate the development of mixed income communities that are well
designed and well managed, and built on a scale that ensures integration
within the neighbourhood.  Action Ottawa requires a mix of at least 60% of
the units below average market units and a maximum of 40% average market
rent units.   Proponents are encouraged to exceed the minimum affordability
requirements, and preference is given in the evaluation for doing so.
Integrated projects are welcome and partnerships with supportive housing
providers are encouraged. 

The RFP will be released and available Wednesday April 16, 2008. 

There will be two public information sessions regarding the details of RFP
and to answer questions: 

*       The first session will be held Friday, April 18, 2008, at 9:30 am in
the Tender Room, 4th Floor at 100 Constellation Crescent.

*       The second session will be held Friday May 16th, at 9:30 am in the
Tender Room, 4th Floor at 100 Constellation Crescent.

Attendance and registration at one of the two sessions is mandatory for
proponents who wish to submit a proposal. A minimum of one person on a
proponent team or agency should attend.

La Ville d’Ottawa lance une demande de propositions (DP) visant à aménager
jusqu’à 180 unités d’habitation à loyer abordable et de logements en milieu
de soutien. Cette DP a pour intention de promouvoir l’élaboration de projets
à petite échelle (7 à 12 unités) et à échelle moyenne (plus de 12 unités) en
encourageant l’acquisition et la remise en état d’immeubles existants et la
nouvelle construction.

Action Ottawa est le principal programme qu’offre la Ville afin d’accroître
l’offre de logements abordables à Ottawa. Le programme vise à faciliter la
création de collectivités à revenus mixtes dont les logements sont bien
conçus, bien gérés et construits à une échelle assurant leur intégration
harmonieuse dans le voisinage. Action Ottawa exige qu’au moins 60 % des
logements aient un loyer inférieur au loyer moyen du marché et 40 %, un
loyer égal au loyer moyen du marché. Les proposants sont encouragés à
dépasser les exigences minimales d’abordabilité, et la préférence sera
accordée dans l’évaluation à ceux qui le feront. Les projets intégrés sont
les bienvenus et les partenariats avec les fournisseurs de logements en
milieu de soutien sont encouragés.

La DP sera publiée et disponible le mercredi 16 avril 2008. 
Il y aura deux séances d’information publiques où on pourra se renseigner
sur la DP et obtenir des réponses aux questions.

*       La première séance aura lieu le vendredi 18 avril 2008 à 9 h 30 dans
le local Tender, au 4e étage, au 100, rue Constellation.

*       La deuxième séance aura lieu le vendredi 16 mai à 9 h 30 dans
l’ancienne salle du Conseil à la Place Ben-Franklin, au 101, promenade
Centrepointe.

La participation et l’inscription à une des deux séances est obligatoire
pour les promoteurs qui souhaitent présenter une proposition. Au moins une
personne de l’équipe ou de l’organisation qui présente une proposition doit
être sur place.
