Housing Partnerships

An update from the City of Ottawa Housing Branch, October 2008

We are pleased to share the following update.  If you wish to contact us and/or post information in the bulletin or if you are new to the list and would like previous issues of Housing Partnerships, please see the contact information at the end of this email.

Affordable Housing Division 

*       In August, the City launched the Homeownership Downpayment Assistance Program, which is funded through the Canada/Ontario Affordable Housing Program (AHP), and will provide downpayment assistance to up to 205 households.  The response was very strong (258 applications), and no more applications are being taken.  The program allows households with an annual gross income of up to $75,800 for two (2) or more household members, or $62,600 for a household size of one (1) to apply, but the majority of confirmed applicants have household incomes in the $40,000 to $50,000 range.

*       In September, Council approved the allocation of $10.01 million under the terms of the Canada-Ontario Affordable Housing Program (AHP) for 5 new affordable housing projects, totalling 155 units, in the City's west end and downtown areas. Each project is subject to all normal planning and development approvals as well as approval by the Province. Council also supported staff to allocate the remaining $4.63 million in AHP funding and up to $100,000 in City incentives to add to the affordable housing stock in Ottawa.

 

Social Housing Division 

*       In March 2008, the Province announced an additional $8.2 million in funding for repairs to social housing.  The Housing Branch has received 184 applications for the new funding totalling approximately $18 million, and is in the process of allocating the money based on a rigorous selection process focused on funding priority and urgent repairs.  Capital needs across Ottawa’s social housing portfolio are estimated to be at least $300 million.

*       In September, Council adopted of the Evaluation of Local Policies in Social Housing Report and directed staff to forward the report to MMAH requesting the provincial government fund $2.5 million in supports to social housing.  Staff were directed to develop an action plan to support lobbying efforts with the Provincial and Federal governments.

Residential and Support Services Division 

*       The Housing Branch is hosting the next housing fair for Homeless Individuals and Families on Thursday, November 6th.  It will be held at the Sandy Hill Community Centre.

 

Community Action Plan to Prevent and End Homelessness 

*       At the October 2 meeting of Community and Protective Services Committee, committee adopted the report about the City's response to the Community Action Plan to Prevent and End Homelessness 2009 -2014.  The report can be found here:

Division du logement abordable 

*       La Ville a lancé en août un programme facilitant l’accession à la propriété qui est financé par l’intermédiaire du Programme Canada-Ontario de logement abordable (PLA) et aidera jusqu’à 205 ménages à verser un acompte pour l’achat d’une propriété. La réponse a été très forte et les demandes ne sont plus acceptées. Le programme est ouvert aux ménages de deux membres ou plus dont le revenu annuel brut ne dépasse pas 75 800 $ et à ceux qui comptent un seul membre et dont le revenu annuel brut n’est pas supérieur à 62 600 $. Dans la plupart des cas, cependant, le revenu du ménage se situe entre 40 000 $ et 50 000 $.

*       En septembre, le Conseil municipal a approuvé l’affectation de 10,01 millions de dollars obtenus en vertu du Programme Canada-Ontario de logement abordable à la construction de cinq ensembles résidentiels, réunissant 155 logements abordables, dans le secteur ouest et le centre-ville. Chaque projet doit cependant recevoir les approbations normales en matière d’urbanisme et d’aménagement ainsi que l’autorisation de la Province.  

 

Logement social 

*       En mars dernier, la Province a annoncé que 8,2 millions de dollars additionnels seraient consacrés à la réfection de logements sociaux. La Direction du logement a reçu 258 demandes à l’égard de ces nouveaux fonds, pour un total de plus de 17 millions de dollars, et attribue l’argent suivant un processus de sélection rigoureux axé sur les priorités de financement et les réparations urgentes. Les capitaux nécessaires pour l’ensemble du portefeuille du logement social à Ottawa sont évalués à 300 millions de dollars au moins.

*       Le Conseil municipal a adopté en septembre le rapport sur l’évaluation des politiques locales en matière de logement social et chargé le personnel de le faire parvenir au MAML et de demander au gouvernement provincial 2,5 millions de dollars pour appuyer le logement social. Le personnel a également eu la tâche d’élaborer un plan d’action pour appuyer les pressions exercées sur les gouvernements fédéral et provincial.

Division des services de soutien à l’habitation 

*       La Direction du logement sera l’hôte du prochain salon du logement pour personnes et familles sans abri, qui aura lieu le jeudi 6 novembre au Centre communautaire Côte-de-sable.

*       À sa réunion du 2 octobre, le Comité des services communautaires et de protection a adopté le rapport portant sur la réponse de la Ville au Plan d’action communautaire sur le sans-abrisme 2009-2014, lequel est accessible à l’adresse suivante:
