City of Ottawa - Request for Proposals


 


As service manager for Homelessness related initiatives, the City of Ottawa will use federal homelessness funding under the Homelessness Partnering Strategy as follows:


 


1.         Community Capacity Building Request for Proposals:  $50,000 over the next year, with a maximum of $6,000 per proposal, is available to the Boards and management of local agencies to provide coaching and consulting to help agencies enhance their capacity.  


 


This RFP closes on May 22, 2009; with a second window closing on September 18, 2009.


 


Eligible projects will include: 



o        assessing an agency's capacity regarding homelessness; 


o        clarifying roles and responsibilities within the organization and the service system;


o        strategic planning; and 


o        development of:  


o        collaboration among various services, 


o        policies and procedures, 


o        Board processes or skills, or 


o        volunteer or fundraising programs.




2.         Small Capital Request for Proposals:  $100,000 over the next two years is available to allow service providers to purchase computers, communication systems, program supplies and furnishings, and to make minor improvements to the program's physical space.  


 


This RFP will be issued in the Spring 2009.



3.         Large Capital Request for Proposals: Approximately $2.2 million over the next two years is available to develop supportive, supported or transitional housing units, or renovate or upgrade existing housing stock or service facilities.

4.         Homelessness Services Funding:  $3.7 M annually is being used to extend the current services for two years (which were selected via an RFP process in Fall 2007) with 2% increases each year for this year and next.
