What province was that Rob?  I am not aware that any of the provinces or territories that use SCAN use it in isolation from other approaches.
The only province from which I have seen any stats on displacement is Manitoba.  After 200 investigations they had only had 6 "repeat customers."  The Manitoba people believed, but could not prove, that the drug dealing was mostly moving to more discrete, less destructive modes of doing business.

I agree it takes a comprehensive community approach and identifying the types of outcomes you hope to achieve.  The provinces that implemented SCAN as a single approach have never been able to do anything more than move the problem from community to community, so the 'success' they had in one area was just repeated over and over as police followed the offenders, to the expense of the taxpayers.

We used this type of legislation to effect a community process to close down landlords who were facilitating meth labs etc., in Regina and to keep families & individuals in safe housing. It took a comprehensive community approach and was a really valuable tool to have.  It took significant planning and collaboration between municipal, provincial, community and NGO reps to make it work but it was sweet to see it in action.  We made a lot more progress with it than we were making before it came to pass.

First of all, we will be addressing the issues around some of those problem properties and some strategies that have been successful and have had better long term results than legislation which Crime Prevention Ottawa has acknowledged will only kick the problem from one community to the next.  It is for these reasons we hope agencies will register for this session to raise questions and concerns.
