Job Summary: 
As a member of the Community and Social Services senior management team, the
Manager, Housing Services effectively influences and advocates for a housing
system that meets the needs of the citizens of Ottawa. Demonstrates
leadership in negotiating with provincial and federal representatives for a
systemic and fiscal framework that will achieve Council’s housing vision.
Develops and maintains strategic alliances, coalitions, networks and
community partnerships to respond to the City’s housing requirements. 

With Housing Services a critical component of the socio-economic health of
the City, the Manager, Housing Services, develops effective, comprehensive
and integrated housing strategies and is the Service Manager for the City’s
legislated responsibilities and is accountable for federal, provincial and
municipal funding. Housing Services/Continuum includes ensuring the delivery
of quality shelter services with a vision of reducing reliance on emergency
housing; mobilizing and coordinating community partners/providers to manage
the social housing model and; leading the affordable housing agenda by
influencing and effecting policy changes at other levels of government;
identifying opportunities/risks, representing the City, establishing and
leveraging positive partnerships and managing multiple complex multi-million
dollar projects. 

Demonstrated ability to effectively direct the strategic planning process,
the implementation of Branch strategies, and the operations of the work unit
(including services and organization structure), and manages financial and
human resources. Accountable for hiring and firing, performance management
and discipline of staff as necessary, and acts as spokesperson for the
employer at the first step of the grievance process.

Statement of Qualifications: 
Professional or Masters Degree in a related field (e.g. Planning, Social
Work, Public Administration). 
An MBA or MPA would be an asset.
A minimum of eight (8) years of progressively responsible experience in
management activities, including extensive experience at a senior management
level and preferably in social and community services.

Experience and formal training combined with demonstrated performance and
ability, may substitute for stipulated academic requirements.

Knowledge of: 
Federal, provincial and municipal funding, service delivery and
accountabilities for housing and related programs.
Housing policies and programs, interpretation and implementation of housing
legislation.
Elements, linkages and collaboration necessary for a strong service system.
The City of Ottawa and its policies and procedures.
Legislation, policies, regulations and guidelines relevant to the
operational area.
Development and implementation of long range and short term strategies for
social housing, shelter management and affordable housing programs.
Range and detail of services provided by community agencies to address
affordable housing need.
Management principles, planning, budgeting and supervision techniques and
practices.
Economic and statistical analysis and research techniques.
Policy and program analysis, development, implementation and evaluation
techniques.
Results oriented program development and management.
Performance measurement and management practices.
Financial and other related business practices.
Contract document preparation, the tendering process and supervision of
field services
Working knowledge of corporate human resource policies, practices and
collective agreements related to managing in a unionized environment,
including hiring, dismissal, performance management and the grievance
procedure.
Methods used to deal with the media in a professional manner.
Computer applications, including MS Office.
Must possess the training, experience and knowledge to organize the work and
its performance. 
Must be familiar with all applicable health and safety legislation, have
knowledge of any potential or actual danger to health or safety in the work
place, and have knowledge of appropriate actions to be taken in order to
ensure the health and safety of staff in accordance with applicable
legislation and City policies and procedures.

Competencies and Skills: 
Acts decisively and creatively to develop and implement program strategies
and action plans.
Present analyses of data collected through various systems in a coherent
manner to inform policy development, operational and funding decisions.
Respond with sensitivity, integrity and creativity to the needs of clients,
agencies and other community stakeholders around issues of housing and
homelessness.
Negotiate effectively with external agencies, other levels of government and
the private sector to achieve cost-effective results for the City.
Provide leadership in the community of stakeholders.
Apply principles of change management to assist staff in dealing with change
and transition; shift priorities and adapt to changes to meet organizational
and program requirements;
Think and plan strategically;
Proven ability to communicate effectively and concisely, both orally and in
writing;
Lead by example, demonstrating integrity, creativity and enthusiasm in
achieving results directly and through staff work teams;
Recruit, develop and motivate top-calibre employees, delegate responsibility
effectively and evaluate performance.

Day One Ready preferred – immediate requirement for language proficiency:
French oral, reading, writing
English oral, reading, writing
