We know very well in Ottawa, just how essential and successful the HPS
programs have been in supporting efforts to help homeless people in our
community.

Speakers will ask that –

1.	The HPS 2011-2014 continue to act on a number of issues and enable
the following:

* Ensure uninterrupted services for individuals.

* Consolidate staff and offer capacity-building tools

* Develop new projects and respond to emerging needs

*              Improve facilities and equipment

*              Meet the rising demand

* Offer financial support to grassroots networks working to
eliminate homelessness

1.	The HPS continue to allow local communities to establish their
priorities and to choose their projects.

2.	The Federal Government publicly state its intentions for the HPS
2011-2014 as soon as possible so implementation can begin as of April 1st,
2009.

3.	RSIQ is asking that the annual HPS budget for Quebec be no less than
50 Million dollars.

Three opposition parties together with groups battling homelessness demand
action from the Conservative Government

Ottawa: This Wednesday November 25th, Marion Wright, Chair of The Alliance
to End Homelessness (ATEH) will join the Réseau SOLIDARITÉ Itinérance du
Québec (RSIQ) and the Coalition pour Prévenir l’Itinérance chez les
Francophones d’Ottawa (CPIFO) at a rally in downtown Ottawa.

The Federal Government is in the process of reviewing its housing and
homelessness programs and there is growing unease about the fate of the
Homelessness Partnering Strategy (HPS) for 2011-2014. The rally begins at
Department of Finance and will finish on Parliament Hill, where opposition
politicians are to join in.

“This is no time for Conservatives to drop the ball on federal homelessness
funding”, says Ms. Wright. “Even though this funding was extended for 5
years in 2009, it was divided over two periods and the roll out for
2011-2014 is still up in the air. The Conservatives have made no
announcements so we can ensure uninterrupted services for individuals and
the current funding is set to end in just four months.”

Another problem communities face is that the funding has not been increased
since the program first started in 1999, even though numbers of people
experiencing homelessness have increased, and inflation has eroded the value
of the dollar. In Ottawa alone the number of people who stayed in a shelter
went up by 7% to 7,045 individuals in 2008 and they stayed an average of 51
days.

Ms. Wright explained, “The Homelessness Partnering Strategy has made a big
difference in Ottawa and we are naturally very concerned when the
Conservatives have it ‘under review’. Communities recognise that programs
like this are essential while we wait for governments to recognise the human
rights of low income Canadians and to take decisive action on affordable
housing and poverty reduction.”

The media is invited to gather at:

12:15 p.m. – in front of the Department of Finance at 140 O’Connor Street.

      Speakers:

Louise Guindon (President of the Collectif régional de lutte à
l’itinérance

      en Outaouais),

      André Voyer (CPIFO)

      Marion Wright (ATEH)

12:50 p.m. – in front of the Central Block of Parliament.

      Speakers:

Gilles Duceppe, leader of the Bloc québécois,

Gerard Kennedy, Liberal Party of Canada,

      Megan Leslie, NDP and

Pierre Gaudreau, coordinator of the Réseau d’aide aux personnes

seules et itinérante de Montréal (RAPSIM) and Vice-President,
RSIQ.
