The 2010 City Budget: Your opportunity to be heard by City Council as next
year's budget is developed.

Between October 22nd and November 10th, 2009, the 6 Standing Committees of
Council will be deliberating and setting their budget priorities which will
then be sent as recommendations to the new Audit, Budget and Finance
Standing Committee (ABF Committee). The ABF Committee will then consolidate
the 6 sets of recommendations into a 2010 draft budget to be considered by
Council as a whole.

This process is a new one that came out of the Mid-Term Governance Review.
Its purpose is to allow opportunity for public input as the City budget is
being developed, rather than only once a finished draft document is
presented to Council.

Any individual or organization can request to make a presentation at a
Standing Committee on budget issues and priorities. The link below will take

Budget 2010 development process strengthens residents' participation

For the first time, preliminary budgets will be released to the public in
advance of Standing Committee meetings. A budget briefing will be held for
Councillors, the media and the public the same day the budget is released.
Throughout October and November 2009, Standing Committees will review
strategic direction and challenge preliminary budget pressures within their
respective operating and capital budgets.

In addition, Standing Committees will have an opportunity to:

*                 Review program policies and service standards; 

*                 Prioritize options; 

*                 Hear public delegations; and 

*                 Bring forward a Committee specific draft budget to the
Audit, Budget and Finance Committee on November 17, 2009.

On November 17, 2009, the Audit, Budget and Finance Committee will then
review Standing Committee budgets, hear public delegations and table a draft
Budget with Council on December 9, 2009. On January 25, 2010, Council will
meet as the Committee of the Whole to hear public delegations, debate and
finalize the 2010 Budget.
