HPS partners are invited to participate in this Teleforum opportunity which
combines the Web-based viewing of PowerPoint presentations with the
interactivity and accessibility of an audio teleconference.

      Thursday, April 29, from 12:00 to 1:30 p.m. (Ottawa time).

      Supportive Housing

Supportive housing comes in a variety of forms, levels of support, and ways
of providing that support. It is increasingly recognized as an important
tool in efforts to address homelessness, and for improving stability in a
person's life by offering more than food and shelter.  The next HPS
Teleforum will explore this multi-faceted topic with complementary
presenters: a researcher who has done important investigation and analysis
in the field; and a team of two others who manage a supportive housing
program at a homeless shelter that has a variety of supportive housing
options.     

Who will be presenting? 

Dr. Jim Frankish is a Full Professor and Director of the Centre for
Population Health Promotion Research at the University of British Columbia.
Dr. Frankish is a member of a new national research/training program on
population health interventions, and has worked on more than 100
health-related research projects.  Dr. Frankish is a Board Member of the
Lookout Homeless Shelter Society, and is a member of a new national,
research/training program on population-health interventions.  In 2008, Dr.
Frankish co-authored a report for the BC Ministry of Health titled Housing
and Support for Adults with Severe Addictions and/or Mental Illness in
British Columbia.  Dr. Frankish is one of three principal investigators for
the Vancouver Site of the national study by the Mental Health Commission of
Canada.  This study researches the impact(s) of supportive housing for
persons with a history of homelessness, addiction and mental illness.  Dr.
Frankish will be drawing from this wealth of experience in discussing the
topic of supportive housing.     

Javier Jovel and Lindy MacLeod are Program Manager and Assistant Manager,
respectively, of the Hope Living Supportive Housing program at the Shepherds
of Good Hope in Ottawa.  The Shepherds of Good Hope provides essential
services such as emergency shelter, and a variety of innovative programs
that include several supportive housing options.  Hope Living offers 35
rental units to people diagnosed with serious mental illness.  Other
supportive housing options at Shepherds of Good Hope include: Brigid's
Place, which provides transitional housing to women who are homeless and
living with a mental illness and/or an addiction; 380 St Patrick, which
houses homeless men; and St. Andrew Residence, which provides supportive
housing to individuals with serious mental illness and/or concurrent
disorders.  The Shepherds of Good Hope has also recently partnered with two
organizations that provide health services to Ottawa's homeless population
to open 55 units for homeless men and women with health problems such as
dementia and chronic alcoholism.  These programs and how they complement
each other will be discussed.  

The two presentations together will take approximately 45 minutes, followed
by a Question & Answer period of equal length.  Separate English and French
audio channels will be available throughout the Teleforum.

Les partenaires de la SPLI sont invités à participer à ce nouveau Téléforum
qui allie la visualisation de présentations PowerPoint sur le Web et le
caractère interactif et accessible d'une audio conférence.

      L'hébergement supervisé

L'hébergement supervisé se présente sous une variété de formes, de niveaux
de soutien et de moyens de fournir ce soutien. On y voit de plus en plus un
outil important pour la lutte contre l'itinérance et pour apporter de la
stabilité dans la vie des gens en leur offrant plus que de la nourriture et
un toit. La prochaine téléconférence de la Stratégie des partenariats de
lutte contre l'itinérance (SPLI) sera l'occasion d'explorer ce thème aux
multiples facettes en compagnie de conférenciers complémentaires : un
chercheur qui a à son actif d'importantes enquêtes et analyses dans le
domaine, et une équipe qui gère un programme varié de logements supervisés
dans un refuge pour sans-abri.

Qui seront les conférenciers?

Jim Frankish est professeur titulaire et directeur du Centre for Population
Health Promotion Research à l'Université de la Colombie-Britannique. Il est
aussi membre du conseil d'administration de la Lookout Homeless Shelter
Society, ainsi que membre d'un nouveau programme national de
recherche-formation interventionnelle en santé des populations. M. Frankish
a contribué à plus d'une centaine de projets de recherche en santé.  Il est
notamment coauteur d'un rapport préparé pour le ministère de la Santé de la
C.-B., intitulé Housing and Support for Adults with Severe Addictions and/or
Mental Illness in British Columbia (2008). Enfin, il est l'un des trois
chercheurs principaux au site de Vancouver pour une étude nationale, initiée
par la Commission de la santé mentale du Canada, portant sur les retombées
des logements supervisés pour les personnes ayant des antécédents
d'itinérance, de toxicomanie et de maladie mentale. M. Frankish nous
entretiendra des logements supervisés en puisant dans sa riche expérience. 

Javier Jovel et Lindy MacLeod sont respectivement gestionnaire et
gestionnaire adjointe du programme de résidences supervisées des Bergers de
l'Espoir, à Ottawa. En plus d'offrir des services essentiels comme un refuge
d'urgence, les Bergers de l'Espoir mettent en oeuvre une variété de
programmes innovateurs, dont plusieurs programmes d'hébergement supervisé.
La résidence Hope Living fournit 35 logements locatifs à des hommes et à des
femmes qui ont un trouble de santé mentale grave. Brigid's Place offre des
logements de transition à des femmes sans abri ayant une maladie mentale
et/ou qui ont des problèmes de dépendance.. La résidence située au 380, rue
Saint-Patrick héberge des hommes sans abri ayant un trouble de santé mentale
sévère. Enfin, la résidence Saint-Andrew offre un service de résidence
supervisée à des personnes affectées par un trouble de santé mentale sévère
et persistant et/ou des troubles concourants. En outre, les Bergers de
l'Espoir ont récemment conclu un partenariat avec deux organismes qui
offrent des services de santé à la population des sans-abri d'Ottawa, afin
d'ouvrir 55 unités pour les hommes et les femmes sans abri ayant des
problèmes de santé, tels que la démence et l'alcoolisme chronique. M. Jovel
et Mme MacLeod nous parleront de la complémentarité de ces programmes. 

Ces deux présentations dureront environ 45 minutes en tout, et seront
suivies d'une période de questions d'une durée équivalente. Des canaux audio
distincts en anglais et en français seront disponibles tout au long du
téléforum.
