A message from Marion Wright, Chair of the Alliance to End Homelessness
(ATEH):
In preparation for the ATEH Steering Committee meeting this Friday March
5th, we want to let you know that we will continue to monitor the shift in
the Ottawa community's 'funding landscape' that is now underway. As many of
you may know, United Way is in a process to narrow its priorities to fund
only those community-based activities which align with their priorities,
initiatives and goals.
There have been concerns raised that with the shift in United Way's
priorities and ways of funding community agencies, some agencies receiving
funding to December 2010 from United Way may not have access to that funding
going forward. As well, other community-based organizations with innovative
ideas to address identified needs may not fit in with United Way's
priorities and therefore would not have access to their funds.
Please see below for the list of United Way's priorities, initiatives &
goals. United Way's new approach seems to have been underway for a while.
Their 2008 CRA Registered Charity Information Return shows that 62% of funds
donated to United Way are allocated to community-based programs. The
remainder supports United Way's in-house programs, administration and
fundraising (approximately one-third each). Relating to the 2nd priority,
initiative and goal involving the Leadership Table on Chronic Homelessness,
as of November 2009 several professional staff were assigned to support its
activities.
United Way also reports that their donations from the community have gone
from $13.5 million in 1998 to $31.7 million in 2009. This likely represents
a significant proportion of donated resources available in the Ottawa
community.
Apparently 2009 funding for a few organizations is not being continued in
2010. For most programs, United Way sent a message on February 17th that
"Agencies with agreements that expired at the end of 2009 will continue to
receive funding through December 31, 2010 at the 2009 allocated amount. As
always, funding is subject to the availability of campaign funds and
contingent on meeting other requirements, including the submission of 2009
program reports."
In the meanwhile, United Way plans to meet individually with those programs
funded to December 2010 to determine if the organization's activities might
further the "achievement of results in [United Way's new] priority areas".
The Steering Committee welcomes your thoughts on Ottawa's shifting funding
landscape or on your own organization's situation.
