CCSD and participating national, provincial and local organizations, are considering the need for a National Commission on services for people who need the support of their community (including both publicly-mandated and community-mandated services). The Commission will be a catalyst for the collective learning and collaborative action of thousands of local service organizations - to tackle longstanding problems and impending challenges; to improve service systems and the service environment.
 

1.	Many organizations have made suggestions, and have agreed to be part of the initiative. More are needed! An email announcement was distributed to an initial contact list in mid-August. The response was modest (being summer) but positive.
	
	               A big Thank You! to those who have volunteered to be local champions in their communities or in their service environment. We need more, so please join us!

 

2.	Some organization leaders have asked us to clarify the relationship of the Commission to the current initiative of Imagine Canada. Some areas of interest do overlap with Imagine Canada as well as some other networks such as the United Way Canada and non-profit coalitions. With active collaboration, we intend to share and build on each other’s work. Major advances in Canada rarely result from a single report or initiative. 3.	We are receiving suggestions that the sector is not free from inefficiencies, duplication of services, and competition for limited resources. Note the comment by Liz O’Neill of Big Brothers Big Sisters Edmonton on this issue.

 

4.	Others have pointed to examples of collaborative local approaches to combine services, share resources, and coordinate activities, which merit investigation of models for self-governing networks. More to come on this subject in a future update.

 

5.	Some advances are being identified in public understanding, management of public investment, and political will in relation to key current issues. Most often mentioned to date: New approaches to Homelessness where solid research is emerging showing that provision of housing and support services in a consistent and meaningful way can actually reduce public costs. And there is greater understanding of the serious long-term damage and social costs stemming from mental health problems which go undiagnosed, especially with youth. In both these instances, our health, welfare and justice systems have for years been absorbing major costs which could be prevented.

Le CCDS, de concert avec d’autres organismes nationaux, provinciaux et locaux, étudie le besoin d’une commission nationale sur les services pour venir en aide à ceux qui ont besoin de l'appui de leur communauté. La Commission agira comme catalyseur permettant l'étude collective et la collaboration de milliers d'organisations de services pour s'attaquer aux problèmes de longue date et à l'imminence de nouveaux défis, et améliorer la prestation des services.
 

1.	Beaucoup d'organismes ont fait des suggestions et ont accepté de faire partie de l'initiative.  Joignez-vous à nous ! Une annonce par courriel a été distribuée vers la mi-août. Les réponses ont été modestes mais positives.
	
	               Un grand Merci! à ceux qui ont accepté de devenir les champions locaux dans leur collectivité ou dans leurs champs de service. Nous avons besoin encore d’autres !

 

2.	Quelques dirigeants d'organismes ont demandé que l’on clarifie la relation de la Commission par rapport à l'initiative courante d’Imagine Canada. Il est vrai que certains sujets concordent avec ceux d’Imagine Canada ainsi qu’avec d’autres réseaux importants tels que Centraide Canada. Nous avons tous l'intention, en mettant à profit une active collaboration, de partager et renforcer le travail de chacun. Les principales avancées au Canada résultent rarement d'un seul rapport ou d'une simple initiative. Cela exige des efforts constants. 3.	Nous recevons des commentaires indiquant que le secteur n'est pas exempt d’inefficacités, de duplication de services, ni de concurrence pour des ressources limitées. Notez le commentaire de Liz O' Neil de Big Brothers Big Sisters Edmonton sur cette question.

 

4.	D'autres ont identifié des exemples d’approches de collaboration à l’échelle locale pour combiner des services, partager des ressources, et coordonner des activités, qui méritent plus de recherche sur les modèles de gouvernance des réseaux autonomes. Nous reviendrons sur ce sujet dans une future mise à jour.

 

5.	Quelques avances ont étés identifiées dans les services publics, la gestion de l'investissement public, et la volonté politique par rapport aux situations courantes. Les sujets le plus souvent mentionnés jusqu'ici : nouvelles approches en ce qui concerne le phénomène des sans-abri où la recherche prouve que la fourniture de services de logement et de support de manière cohérente peut réduire les coûts publics. En outre, on comprend mieux les difficultés à long terme et les coûts sociaux provenant des problèmes de santé mentale, particulièrement chez les jeunes. Dans ces deux exemples, nos systèmes de santé, d'assistance sociale et de justice ont pendant des années absorbés des coûts qui auraient pu être empêchés.

...the Commission concept spoke to the challenges and changes that need to be addressed and considered over the years ahead by government and by community but they did not reflect the fact that we as organizations may also need to be changing and that our work and our systems and structures may also need to undergo review and scrutiny as to their effectiveness and ability to meet the long term needs of our clients and our volunteers.I would be most interested in working with you to determine how this work might be framed within the Commission’s work.
