The 2012 Human Services Integration conference will take a strategic and
practical orientation to explore how municipalities are creatively
approaching the challenge of integrating human services delivery.
Building upon the success of last year's event, workshop sessions will
look at the implementation of integrated human services through four
lenses - building capacity, lessons learned, new models of cross-sector
integration, and breaking down the barriers.
You won't want to miss this opportunity to learn from and have in depth
discussions with OMSSA members from around the province, members of the
provincial government, community partners and a variety of speakers.
Tuesday, November 6 - Opening Speaker:
Susan Dreyfus is President and CEO of Families International, the parent
organization of the Alliance for Children and Families, United
Neighborhood Centers of America (UNCA), Ways to Work, and FEI Behavioral
Health.
Prior to joining Families International on Jan. 3, 2012, Dreyfus was
Secretary for the Washington State Department of Social and Health
Services.
Susan will draw on her experience as Secretary for the Washington
Department of Social and Health Services to share her perspective on the
use of more integrated, collaborative approaches across sectors to
improve services and achieve efficiencies. Susan will offer her
thoughts on directions for human services, implications for leadership,
engagement of communities in shared governance and accountability and
identifying impacts of budget restrictions.

Tuesday, November 6 - Afternoon Speaker:
Dr. Don Lenihan, Vice President, Engagement at the Public Policy Forum
in Ottawa is an internationally recognized expert on democracy and
public engagement, accountability and service delivery.
Collaboration and public engagement have been central themes in Don's
work over the years. In 2011, he co-authored "Co-Design: A New Service
Vision for the Government of Australia," with Lynelle Briggs, former CEO
of Medicare Australia, advocating a community approach to
service-delivery. Recommendations from this paper are currently being
adopted in a pilot project involving all three orders of government in
Australia. Prior to this, he led several pilot projects and helped the
Government of New Brunswick develop its policy on public engagement.
Don's latest book, Rescuing Policy: The Case for Public Engagement, is
an introduction to the field of public engagement, as well as a
blueprint for change, and provides a sustained argument for the need to
rethink the public policy process.
In his plenary session, Don will focus on the role of municipalities in
leading approaches to public engagement to address complex problems such
as the integrating human services delivery, and the implications for
shared governance and accountability at the community level.
Don will also conduct a workshop Tuesday afternoon that will look into
implementation strategies for public engagement processes. The session
will include an interactive discussion on some of the challenges that
can be expected and how to deal with them.

Building Capacity:
Building Capacity: How the SAIL Program can act as a Catalyst for
Integration through Community Collaboration
See how CMSMs and DSSABs have used SAIL to work within their community
and the broader spectrum of human services as a catalyst for building
capacity. These organizations have taken SAIL to a level of
normalization in their communities building upon collaboration and
supporting further integration at a community level. Learn about the
how, who they worked with and the outcomes they've realized thus far.

Building Capacity: Integrating Community Housing and Homelessness
Planning with Human Service Planning - a Discussion of the Implications
for Municipal Capacity Building.
Some of the questions that will be explored by panelists are: what are
the implications for leadership, planning and engagement approaches; how
are municipal structures being aligned to support integrated delivery,
for example, planning, economic development, and human services; and,
how to identify and bridge culture and language differences between the
service sectors. This workshop will consist of a panel discussion which
will look at how different municipalities have approached integrating
human service planning with development of housing and homelessness, the
key issues they faced, including the questions noted above, and how they
addressed them.

Building Capacity: The Nuts and Bolts of Public Engagement Processes
This session will look into implementation strategies for public
engagement processes and include an interactive discussion on some of
the challenges that can be expected and how to deal with them.

Lessons Learned: Integrating Municipal Human Services Delivery from a
Smaller Municipal Perspective
This workshop will consist of a panel presentation providing an overview
of how each municipality has integrated service delivery followed by
interactive discussion groups providing an opportunity for participants
to explore the nuts and bolts of integrating service delivery with
session presenters.

Lessons Learned: Integration of Employment Ontario and Ontario Works
Six municipalities are service managers for Employment Ontario and
Ontario Works employment services. This workshop will provide an
overview of how two municipalities are looking at integrated employment
services in their communities followed by an interactive discussion to
explore specific participant interests.

Lessons Learned: Implementing a Holistic Approach to Addressing Poverty
- Sponsored by the County of Wellington
The Circles program takes a collaborative approach to the elimination of
poverty. Circles recognizes that everyone needs enough relationships,
resources and reasons to thrive and that it takes the power of a caring
community working together to move families out of situations of
prolonged poverty and reliance on social assistance programs. In this
workshop the County of Lambton will share how their community has
successfully rallied behind the Circles program that they launched in
2009, the first site in Canada. The County of Wellington will also share
their experience as a new Circles site and discuss how partners such as
social services, public health and the local poverty task force have
come together to support this innovative approach to meeting our common
goal of helping clients move out of poverty.

New Models of Cross-sector Integration
Cross-Sector Models: Building Collaborative Capacity across Sectors to
Address Community Human Service Issues
This session looks at initiatives that use a broad community based
collaborative model to integrate services. The session will look at
building collaborative capacity across sectors to develop integrated
strategies to address community human service issues.

Breaking Down the Barriers
Breaking Down Barriers: How Electronic Filing Systems can Support an
Integrated Service Delivery Model and Achieve Efficiencies
This session will provide an overview of how different municipalities
implemented electronic filing together with a demonstration of how it
works and a discussion of the challenges encountered and how they were
overcome.
