Comme vous le savez, le Canada sera soumis à son deuxième examen périodique
universel (EPU) le 26 avril 2013. Les documents liés à l’examen du Canada, y
compris le rapport national du Canada et les rapports présentés par la
société civile et les organisations autochtones, peuvent être consultés sur
le site des Nations Unies (ONU) consacré à l’EPU, à l’adresse suivante :
www.ohchr.org/EN/HRBodies/UPR/Pages/CASession16.aspx. L’examen du Canada
aura lieu à 9 h, heure de Genève, et sera diffusé en direct sur le site Web
de l’ONU à  <http://webtv.un.org/> http://webtv.un.org/#. 

Comme l’EPU est un processus d’examen par les pairs, d’autres États membres
de l’ONU poseront des questions et feront des recommandations sur de
nombreux enjeux liés au bilan du Canada en matière de droits de la personne.
Après la comparution du Canada, le Groupe de travail de l’ONU adoptera un
rapport comprenant toutes les recommandations adressées au Canada. Le Canada
donnera une réponse officielle à ce rapport d’ici septembre 2013, dans
laquelle il indiquera quelles recommandations il accepte et quelles
recommandations il n’accepte pas. 

Pour guider la préparation de la réponse du Canada et les futures
discussions au sein des gouvernements, nous recueillerons les points de vue
de la société civile et des organisations autochtones de la région de la
capitale nationale sur les recommandations adressées au Canada lors d’une
réunion avec des représentants des gouvernements fédéral, provinciaux et
territoriaux. Cette réunion se tiendra le 28 mai, à Ottawa. Des
renseignements supplémentaires seront fournis ultérieurement. 

Pour nous assurer de la collaboration la plus large possible de la société
civile et des organisations autochtones, et pour permettre aux organisations
de l’extérieur de la région de la capitale nationale d’exprimer leur point
de vue sur les recommandations, nous mènerons également une consultation
électronique. Un courriel sera envoyé à votre organisation après la
publication du rapport du Groupe de travail de l’ONU. 

Nous comptons sur votre participation au processus de consultation qui
suivra l’examen périodique universel du Canada.

As you know, Canada will undergo its second Universal Periodic Review (UPR)
on April 26, 2013. Documents related to Canada’s review, including Canada’s
national report and reports submitted by civil society and Aboriginal
organizations, are available on the United Nations (UN) UPR website, at
www.ohchr.org/EN/HRBodies/UPR/Pages/CASession16.aspx. Canada’s review will
take place at 9:00 a.m., Geneva time, and will be webcast on UN Web TV at
the following address:  <http://webtv.un.org/> http://webtv.un.org/#. 

As the UPR is a peer review process, other UN Member States will ask
questions and make recommendations on numerous issues related to Canada’s
human rights record. Following Canada’s appearance, the UN Working Group
will adopt a report that will include all recommendations that Canada
receives. Canada will provide an official response to this report by
September 2013, in which it will indicate which recommendations are accepted
and which ones Canada does not accept. 

To inform the preparation of Canada’s response and future discussions within
governments, we will be seeking the views of civil society and Aboriginal
organizations in the national capital region on the recommendations that
Canada receives at a meeting with federal, provincial and territorial
government officials to be held in Ottawa on May 28 – additional details
will be provided at a later date. 

In order to ensure a broad engagement with civil society and Aboriginal
organizations and provide organizations outside of the national capital
region with an opportunity to provide their views on the recommendations, we
will also conduct an electronic consultation. An email will be sent to your
organization following the publication of the UN Working Group’s report. 

We look forward to your participation in the consultation process in
follow-up to Canada’s Universal Periodic Review.
