The story is BY CHARLIE FIDELMAN:
It was a simple concept first tried in the Bronx neighbourhood of New York by an outreach worker originally from Montreal Sam Tsemberis the founder and executive director of Pathways to Housing.
It seemed so promising that a non-profit federal government agency, the Mental Health Commission of Canada, ran a $110 million groundbreaking study as of 2009 in five cities to see whether this approach could help end chronic homelessness in people with mental illness.
The five-year At Home/Chez Soi pilot project followed a total of 2,285 people in Montreal, Moncton, Toronto, Winnipeg and Vancouver, making this one of the largest social experiments of its kind in Canada.
