About the Southwest Lobster Science Society

The Southwest Lobster Science Society’s at-sea bycatch monitoring program is an industry-led initiative that provides an opportunity for fishermen to demonstrate 'strength in numbers' and to be stewards of their own fishery.

The bycatch data we collect, as well as the data from our own lobster tagging program, will provide valuable insight on the fishery to ensure its sustainability for future generations.

The Southwest Lobster Science Society is seeking a qualified candidate to join our team as a Program Coordinator to oversee an at-sea data collection program to monitor bycatch in the commercial lobster fishery. This position is best suited for those who have an interest in fisheries resource management and experience with federal/provincial funding agreements (grants), processing reimbursement claims, and program administration.

Based out of our Yarmouth, Nova Scotia office

Employment Duration

Two (2) year full-time contract with the possibility of renewal depending on funding.

Hours

The Program Coordinator position is 40 hours per week commencing as soon as possible. The chosen candidate must work out of the Yarmouth office Monday through Friday with the willingness to work flexible hours including weekends and holidays, if need be.

POSITION OVERVIEW:

The Program Coordinator will be responsible for overseeing all aspects of an at-sea bycatch monitoring pilot program and will demonstrate a high-level understanding of the program and the role of its associated parties including the SWLSS Board of Directors, local fishermen, as well as external stakeholders and sponsors including safety regulators and Fisheries and Oceans Canada (DFO) personnel. The Program Coordinator must possess the skills and qualifications to ensure the successful execution and cost-effectiveness during the pilot program’s lifecycle. The Program Coordinator will act as the primary contact with DFO science to ensure that the objectives of the at-sea data collection pilot program are being met and that quality scientific datasets are being collected. The Program Coordinator must possess the ability to respond quickly to complex and ever-changing environments and needs, be resourceful, demonstrate creative problem-solving skills, and be able to work under pressure 
 and within time constraints.

The roles and responsibilities of the Program Coordinator include, but are not limited to, the following: 
• Provide program planning and direction including defining the scope of the program and the program scheduling;
• Design an improved communication management plan and develop exceptional relationships with all program participants including staff, fishermen, contractors, and government personnel.
• Develop and implement policies and procedures for the program to ensure efficient and reliable program tracking;
• Cost estimating, developing budgets and implementing and maintaining efficient functioning and documentation for all financial tracking including collection of receipts, disbursements, and general bookkeeping;
• Prepare reports to monitor Key Performance Indicators (outcomes) as they relate to the objectives of the program;
• Review, modify and fully implement SWLSS’s health and safety guidelines/protocols for at-sea technicians;
• Identify and develop risk analysis procedures for known and/or potential risks for program personnel incorporating external factors including, but not limited to:
• Health and safety of program personnel;
• Securing and maintaining program personnel (at-sea technicians);
• Weather/safety; and
• Cost controls and identify procedures for unforeseen program expenses.
• Modify data collection spreadsheets;
• Monitor and report progress back to SWLSS’s Board of Directors;
• Develop a scheduling plan (matrix) for at-sea technician deployment;
• Work with DFO science to ensure bycatch monitoring coverage is met:
• Spatial and temporal coverage;
• Sampling methods adhere to approved sampling protocols;
• Develop marketing & promotional material (social media and pamphlets);
• Ensure safety regulations are met (Transport Canada, Nova Scotia Department of Labour) and ensure that SWLSS safe working practices are enforced;
• Ensure all regulatory and company-required training certificates for at-sea technicians are kept up to date including MED, First Aid, vessel familiarization, health and safety, vehicle insurance etc.
• Secure partnerships with academic institutions or private companies to assist with data analysis;
• Review quality deficiency events, identify root cause and define corrective action; and
• Address potential conflicts among fishermen and/or observers.

QUALIFICATIONS & REQUIREMENTS:

A range of work experience and education will be considered however those candidates with a Bachelor’s degree in Project Administration, fisheries and/or oceans resource management, or extensive experience with program management/coordination will be considered above other applicants.
• Previous experience working with grants/funding contract agreements is considered a significant asset.
• Must be a team player and possess exceptional time management skills.
• Must possess strong verbal and written communication skills.
• Must be detail oriented and have strong organizational skills.
• Intermediate MS Office skills (Word and Excel).
• Experience within the commercial fishery is considered a significant asset.
• Experience with website design and maintenance is considered an asset.
• Familiarity of handheld Global Positioning System (GPS) units and associated functions;
• Adhere to all health and safety requirements and protocols.
• Must hold valid driver’s license with clean driver’s record AND own means of transportation.
• Must have own cellular phone.

SALARY:

Between $26-28/hour - based on the candidate’s experience, education, and overall suitability for the position.
