[CANUFNET] Rose of Sharon Hibiscus

A client's Rose of Sharon (Hibiscus sp.) set bud last fall but did not break 
bud this spring. Fruit set quantity was normal last fall and leaf density, 
colour, size, etc., all normal last fall. A companion plant 20 feet away has 
leaves and looks normal. No evidence  of mice and rabbit damage. Branches 
are still green and moist under the bark but twigs are dead.
Would anyone like to attempt a diagnosis? Thanks
