plant did not make enough carbohydrate reserves to break bud
why? - depleted energy reserves to produce fruit - the plant's metabolism
not at 100% - usually root related

>A client's Rose of Sharon (Hibiscus sp.) set bud last fall but did not
>break bud this spring. Fruit set quantity was normal last fall and leaf
>density, colour, size, etc., all normal last fall. A companion plant 20
>feet away has leaves and looks normal. No evidence of mice and rabbit
>damage. Branches are still green and moist under the bark but twigs are
>dead.
