[CANUFNET] tees as capital assets - UK makes a start

A propo of Julian Dunster's links to London's most valuable Plane tree, The
town of Sidney, BC has set a local precedent by requiring a developer to pay
the amenity value (TFM) for trees which will be removed for a development
permit. We were hired to appraise the value of these trees. We hope other
municipalities will follow Sidney's lead.
