Hi Jim,
A couple of links that may help. Passed March 07 under new Municipal Act. We start at 20cm, so for Heritage Trees you can adjust the minimum D.B.H. with species based  criteria.

Bylaw had echo effect of re-aligning other Departments in Planning process to have greater awareness of trees on private lands through the approval process.
