Hi Kim,
Town of Richmond Hill, Ontario
Property Standards Bylaw
http://code.municipalworld.com/richmondhill/1010.pdf
1010.9.6 Trees - other - dangerous - unsightly - prohibited
All vacant lots and every yard shall be kept clean and free from dead,
decayed
or damaged trees or other natural growth and the branches or limbs
thereof which create an unsafe or unsightly condition.
The focus on dead/decayed tree removal should minimize the fire hazard
issue.
Private Property Tree Bylaw
Reflecting on the Property Standards Bylaw
http://code.municipalworld.com/richmondhill/1015.pdf
1015.3.5 Permit not required - dead - diseased - hazardous tree
Notwithstanding Article 2 of this Chapter, a permit is not required for
the
removal of a dead, diseased or hazardous tree, or a portion of such a
tree,
where a certificate confirming the need for removal has been issued by an
arborist and submitted to the Commissioner.
1015.3.6 Permit not required - emergency work
Notwithstanding Article 2 of this Chapter, a permit is not required for
the
injury or destruction of trees for emergency work.
1015.3.7
We have an understanding with Bylaw Section that if a private
hazardous/dead tree issue is not resolved by the Owner the Bylaw Section
would seek private tree services on contract to carry out the work and
seek compensation from the owner. (This has not been actually tried to
date to my knowledge.)
Hope this helps.

[CANUFNET] Dangerous tree bylaw

Hi all,
I am looking for information about bylaw or other regulation guiding the
removal of trees from private property that represent a fall hazard or
fire fuel hazard. None of our bylaws seem to require anyone to remove
trees that pose a hazard to other private property or to City property.
There are lots of comments and reference to bylaws that govern the
protection of trees from being cut or damaged.
Thanks for any suggestions,
Kim
