Hi Kim,
The District of North Vancouver's "Dangerous Tree Bylaw" is directed at trees that may fall onto the road and trees/shrubs/hedges affecting sight lines for traffic. With a little work it could be modified to include potential fire hazards.
You can view the Bylaw at the following link:

Hi all,
I am looking for information about bylaw or other regulation guiding the removal of trees from private property that represent a fall hazard or fire fuel hazard. None of our bylaws seem to require anyone to remove trees that pose a hazard to other private property or to City property. There are lots of comments and reference to bylaws that govern the protection of trees from being cut or damaged.
Thanks for any suggestions,
Kim

I think if you look in the BC Municipal Act, you will find that you have
the right to demand that a tree on private property be removed to
protect the public. I believe the act gives you the further right to
remove the tree and charge the cost back to the property owner in their
tax package. It's been a long time since I looked any of this up, but I
believe it was once the case.
