Geoff,
In Seattle we are looking at ways to "sell" our forested parklands. We are using the ecosystems services approach and have used the tree by tree environmental calculators available on line to generate estimated values for carbon sequestration and stormwater retention. These are derivatives from City Green and I-tree programs.
We have also used an interesting approach in our critical areas. If there are damages on our property that improve another person's property, ie for view, the other person is liable for triple the improved value to their property.
The third method is through an ordinance that simple states any single incident of damage is subject to a $1,000. That is every tree damaged is worth $1,000.
I have also used the trunk formula method and included a lot of correction for contribution and species.
