Hi Brad,
A little more information would be helpful: Are you talking about trees on private or municipal property?
If the tree is private we first contact the homeowner and ask them to deal with the problem. If they refuse we have a "Hazard Tree Bylaw" which allows us to to deal with the hazard and send them the bill. There is also a streets bylaw that allows trimming for sight lines, bus access, etc. along streets.
If it's a municipal tree and hazardous we will remove it, otherwise our Tree Policy precludes anything else other than pruning which can be undertaken at the homeowners expense. If that doesn't suit them they can go pound sand!
"Requests for removal of trees to improve view and sunlight and abate twig, leaf and needle drop, are not acceptable reasons to remove healthy trees, however, some pruning may be permitted with consideration for the health, integrity, appearance and survival of the tree."

I'm looking for examples of what other municipalities consider a 'nuisance
tree'. If you have a moment to send me a working or formal definition your
municipality uses that would be helpful.
Also how does your municipality process a nuisance tree request? If the
tree does not pose a risk to people or property (hazard) how do you process
these requests? Do you refuse the request (and remove the tree only if it's
a hazard) or do you use another form of objective/subjective filter? If it
is removed, based on a homeowner's request, is there a fee associated with
the removal/replacement?
