Thanks for this Ralph. To provide some more context I'm referring to
publicly owned trees.

The City of Thunder Bay is considering the development of a nuisance tree
policy that can help address various 'gray area' nuisance complaints. For
example: multiple homeowners have been requesting that the City remove a
buffer stand of tamarack because the needles are "damaging" their shingles
and eavestroughs.  Similarly, for years homeowners in another section of
the city have complained about fruit drop from crab and pear trees and the
possible "tripping or slipping" hazard.

We're looking to see how others define 'nuisance' in order to develop a
definition and policy around this issue for the City of Thunder Bay.
