Andy,
I am the Manager of the Trees and Landscape Section for the City of
Surrey in BC.  Among other things I manage the Tree Protection Bylaw.
This bylaw deals with the removal and replacement of all trees 30cm and
over measured 1.4 metres above the ground.  There are no "free" trees.
All trees can only be removed within a reason under the bylaw.  
We also require a 2 for 1 replacement strategy for all trees removed.
This is for residential permits, building permits and development
permits.  However as Manger, I have been giving the homeowners a break
when I can.  
We require $300 securities for all replacement trees to be given back
100% a year after the first inspection at time of planting.  If the
developer cannot plant all his replacement trees then the money goes to
a "Green City Fund" which is used by Parks and Engineering to plant
trees on public land.

I have not found a private property tree bylaw that is as comprehensive
as the City of Surrey's.  We are starting to keep stats on how many
trees are saved each year, inspection numbers, etc.  I have a staff of 2
clerks, 4 inspectors and a landscape architect that reviews all
landscape plans for commercial/industrial/strata properties + he reviews
all development permit's arborist reports.

We have many initiatives to promote tree planting, fine for tree removal
without permit, education in local papers, attend arbor days, meet with
other cities with tree bylaws in the area.

Hello:

I'm looking for any examples you might be aware of dealing with urban
forestry initiatives on PRIVATE land.  More specifically individuals,
programs or groups that promote urban forestry beyond tree planting.  Of
course tree maintenance on private property is well established but I'm
thinking more of pro-active efforts around planning and management.  If
you have any suggestions, please send any names, telephone numbers,
