[CANUFNET] Hydro removals and stumping

I don't think utilities are consistent enough from jurisdiction to jurisdiction not only to do with removals and replacement but all things related to our Urban Forestry goals and canopy objectives. If you belong to a local Intermunicipal group, make it an agenda item and at least get consistency at the regional or provincial level.
