Hi Tim,
One of our projects consists of planting trees in residential front yards.  The front yard must have no tree already in place to qualify.
We offer a 45mm potted tree for a 50$ fee.  We have a limited number that we determine and is based on a first come first served.
We do a site visit with the land owner and determine the planting options (location and species).
We consider underground infrastructure, power lines, visibility issues, etc when deciding a location.
The homeowner is responsible to dig out the tree pit at our specifications.
The city plants the tree and the homeowner is from there on responsible for the maintenance of the tree.  We do supply information regarding maintenance to the home owner.
The success rate of the program is very high because the land owner has payed the 50$ fee and has put some effort in digging the hole.  And was able to pick out the species as long as it followed our guidelines.
We do have to invest in this project but we find that everyone wins in this because the trees will be better protected from the snow removal work and other stressful situations that come along streets.
We also do street plantings but it is more difficult especially when the boulevards are narrow and to close proximity to city infrastructure.
I know it's a bit different than traditional projects but we do get a lot of good publicity, a good partnership with the landowner and good success rates.

Thanks Sarah for the information.  I love the fact that homeonwers have to take some initiative and be apart of the reforestation, planting and watering ownership is a huge step in valuing and caring for that tree.  I also love that you have a deadline for ordering trees, something I have not thought too much about but it makes sense.  Thanks for sharing this great information, I definitely think there are some nuggets I can take away from here.

City of Moose Jaw uses container stock for planting on boulevards, usually 10 gallon stock. We consider city owned property adjacent to private lots and traffic islands/meridians with green space to be boulevards.
City crews no longer plants trees on boulevards adjacent to private lots (ie along the streets). Instead we offer free trees to homeowners in new subdivisions and then they do the planting and watering. We also offer replacement boulevard trees any time we have to take one out. To make sure we don't over or under order trees, we take tree orders. This year the order deadline was March 31. The homeowners get to pick from our list of approved boulevard trees. When mass planting, for example along trails, we usually go with 1 or 2 gallon pots due to the cost of the larger trees.

Just curious as to what everyone's tree planting strategies are on Boulevards?  Do you spade in your trees, do you order large container stock, ball and Burlap or are you using other alternative planting measures?  Just curious as to what has been successful for you and the communities you serve?
