Good morning Steve,
We've had some success with these issues by incorporating the soil volume requirements into the city's engineering manual, and also in downtown streetscaping guidelines.   The standard is less likely to get missed when it's incorporated into existing development policy.

Good morning;
I was hoping to gain some insight from the general populace as to their experience with the development of a soil volume policy. The City of Burlington would like to establish a 30 cu. M minimum soil volume requirement for all trees within the municipal road allowance (20 cu. M for shared trenches). The development of a policy rather than a guideline will force developers and utility providers to incorporate these necessary volumes into their designs at the outset, rather than an afterthought.

Any help is greatly appreciated.
