Steve,
You might find this blog post by Mike James a helpful summary. It's a few
years old now, but it may be a helpful starting point:

Subject: [CANUFNET] Soil Volume Policy
Good morning;
I was hoping to gain some insight from the general populace as to their
experience with the development of a soil volume policy. The City of
Burlington would like to establish a 30 cu. M minimum soil volume
requirement for all trees within the municipal road allowance (20 cu. M for
shared trenches). The development of a policy rather than a guideline will
force developers and utility providers to incorporate these necessary
volumes into their designs at the outset, rather than an afterthought.
Any help is greatly appreciated.
