Hello Dan and Pat,
The sentiment here is very nice, but the tree looks to be struggling or near the end of its life. I'll leave the Arboricultural input to others, but provide input on another facet of our job as Arborists - managing expectations.
In this case maybe you want to focus on planting another tree with the same sentiment but better access to soil and chance to grow to maturity. You could consider another tree of the same species, or if there are any good branches left on this tree that could be vegetatively propagated that might be a better chance for investing into the future while maintaining the spirit of the original planted tree. Also, planting a replacement tree now will ensure it is bigger and well established by the time this tree needs to come out.
And next time avoid the tire!

This is an oak planted between 50 and 70 years ago in a tire. It has also had some damage from lawn care.
The Bruce Station Horticultural Society is looking for suggestions on saving this tree as it was planted in memory of their first President. Their goal is to plant a commemorative garden for all the past Presidents in the area. Money is short and skilled labour a challenge in this region.
What do you suggest?
