I thing it’s important for managers to rethink how funding is appropriated. 

It is much cheaper to have the expenditure front-loaded so that all the essentials required for planning, site prep, tree selection, planting and establishment are addressed in the most tree-friendly way as possible than the cost of having to do more maintenance and have the tree decline and die prematurely. The most expensive tree is the one you replant every 10 - 20 years.

It’s much better to plant fewer trees and actually plan to GROW the ones one does plant so that trees can actually live well into maturity. That’s a far superior canopy..

Just a note - I may be misinterpreting your description of the planting but one should never plant directly into the structural substrate. A tree should always be planted into soil, hopefully one that is pH related to the tree that’s being planted and has an organic component. The paving - be it porous or cement or cobble - should then be installed over the structural substrate. Structural soils should only be used to replace a substrate that has to be compacted to an engineering spec and not as a planting medium.
