I think there should be a provision to prohibit the removal of all Category
3 butternut trees as designated by an approved Butternut Health Assessor if
they are determined to be pure butternuts and not hybrids.

 

There should be some restrictions on the removal of Nuisance Trees, not open
season on any tree of a designated species anywhere at any time and for no
good reason other than the owner hates the tree. All trees have some value
and there are different levels of tolerance depending on where on the
property the tree is located. Every tree has some drawbacks that people
complain about, where do you draw the line? 

 

Likewise, there must be some allowances to remove Socially Significant trees
when necessary.  Is there a register of them? What's the procedure for
getting one designated?

 

The replacement formula is problematic.  How do you justify removing a 30cm
tree and replacing it with two 15cm trees or 3 10cm trees?  Where's the
science on this? The supply of very large caliper trees will need to
increase overnight, and I'm sure you've heard of the studies about long term
results of planting larger vs smaller specimens.

 

If people want to plant 10 3cm trees, which for example might represent a
40mm caliper size tree they'd have to have a pretty big lot!  Ten 40mm trees
for one 30cm tree is excessive, and few homes will have room for 10
replacement trees. If you try to force everyone who wants to take down a
tree to plant a woodlot on their yard that's not going to work. Will you
create a cash in lieu option for those people who only have room for 2 new
trees and have to pay you for the others there is no room for?  The cost of
the replacement trees would exceed the cost of taking down the 30cm tree,
which will make homeowners very angry and engender rampant non-compliance.
Will you apply the same standard to municipal trees too?  If you don't
you'll be accused of hypocrisy.  If you want to go that route, what about 2
50mm caliper trees for each 30cm tree removed, using the idea of one 50mm
tree for each 15cm in diameter as a reasonable starting point, plus a cash
in lieu option for more than 2 trees required per removal per lot?
