These are great questions!

In Ottawa, if a City-owned tree must be removed for existing or new development (driveways, services, buildings, etc), compensation for the loss of the asset is required by the owner/developer. Compensation could be monetary or planting or both.

Where City-trees must be removed for City infrastructure such as ditches, culverts, etc., compensation would still be required, but who is responsible (e.g. developer or City Infrastructure Services) would need to be determined based on the specific case.

The primary focus is always on determining whether there are other options for driveways, services, and other infrastructure to be located away from City-owned trees, or mitigation options to allow for their retention.

I’m doing some benchmarking with other municipalities, so please jump in if you can.

-          A resident/developer requests a driveway as part of an existing or new development. If City-owned tree loss is required, is the resident/developer required to provide tree or financial compensation in both situations?

-          A new development requires water/sewer lines. If City-owned tree loss is required, are the resident/developer required to provide tree or financial compensation?

-          Ditch infill and culverts are required for storm water management as part of a new development. If City-owned tree loss is required, are the resident/developer required to provide tree or financial compensation?
