[CANUFNET] Tree Hazard Abatement Strategy for Municipalities

It is a mistake to compare the situation in Quebec to the rest of the 
Country. Qubec law (Civil Code) treats the concept of nuisance very 
differently, so complaints about falling acorns, dripping sap etc, do 
gain traction, where they would not elsewhere. I put quite a few 
examples in Trees and The Law in Canada. Because the Code allows for 
these types of court action I suspect municipalities have little option 
but to comply, until the Code is changed.
