Town of Whitchurch-Stouffville, population 60000
Public Tree Bylaw and a Private Tree Compensation Bylaw.SCLERKS_KM_23060721000 (civicweb.net)
The Private Tree By-law is implemented by the Town of Whitchurch-Stouffville to protect Private Trees, Mature Trees, and Heritage Trees. It applies to Private Property Owners undergoing Site Plan applications, Plan of Subdivision applications, and Consent applications.
Town of Georgina, Population 50000, they are working on a compensation Bylaw as well. Very similar to Whitchurch-Stouffville.
I have also attached all those Towns and cities that have some sort of Tree Bylaw in Ontario. This may help in your search for what else is happening in Ontario towards Tree Bylaws. I have collected this through my consultations with other municipalities.
