I am sending attached a copy of Céline Bellot’s report on the
criminalization of homelessness in Ottawa and Toronto (in particular with
respect to the enforcement of the Safe Streets Act). 

It is only available in French at this time, but can be circulated to the
different members of the Alliance to End Homelessness as well as to their
partners (perhaps through the list-serv).
