Attached is a flyer that was created by Elinor Mahoney (PCLS) through
the Tenants' Advocacy Group in Toronto in response to wide-spread tenant
demand, and then re-worked by ACTO and the TDCP in reference to research
by the CRO.  New leases may contain new clauses that leave the door open
to landlords to stop paying for hydro despite it initially being
included in the rent.  Tenants signing these leases do not realize they
are agreeing to reduce their rent later and start paying their own hydro
bills.  You will see from the flyer that these clauses may not be
binding.  

We know that landlords in the South-West region of Ontario are also
beginning to pressure tenants to agree to pay seperately for hydro. 

The Federation of Metro Tenants Association has already used it as a
handout at a tenants' meeting about the smart sub-metering going in the
building, and the tenants were very appreciative.  

You are all welcome to alter the attached flyer for your own clients,
but please remove the reference to ACTO.  Hope you find it useful.
