Nations Housing, notes that despite a federal investment of over $3 billion
in First Nations housing over the past decade, more than one in three First
Nations residents on reserve lives in a dwelling in need of major repairs,
according to a 2006 Statistics Canada report.

The Brief suggests that the housing crisis is primarily a governance issue
with a governance solution, based on political will, community support and
managerial and technical capacity. It proposes an “accreditation” system for
First Nations communities. Those meeting established standards for their
housing programs, would among other benefits, obtain financial incentives
both from government and the private sector, and a reduced reporting burden.

Notre nouveau précis de politique, HYPERLINK
"http://www.iog.ca/publications/policybrief31_fre.pdf"Comment améliorer le
logement au sein des Premières nations, note qu’en dépit d’un investissement
fédéral de plus de 3 milliards $, au cours de la dernière décennie, dans le
logement au sein des Premières nations, plus d’un membre des Premières
nations sur trois résidant sur les réserves, vit dans un logement qui a
besoin de réparations majeures, selon un rapport de 2006 de Statistique
Canada.

Le précis suggère que la crise du logement est avant tout un problème de
gouvernance dont la solution en est une de gouvernance basée sur une volonté
politique, un soutien de la collectivité et une capacité technique et de
gestion. Il propose un système « d’agrément » pour les collectivités des
Premières nations. Celles dont les programmes de logement atteindront les
normes établies, obtiendront, entre autres bénéfices, des incitatifs
financiers à la fois du gouvernement et du secteur privé, ainsi qu’un
allègement de leur obligation de rendre compte.
