Bonjour,

Comme vous le savez, le Canada s'est présenté devant le Groupe de travail
du Conseil des droits de l'homme des Nations Unies le 3 février 2009, dans
le cadre de son examen périodique universel (EPU). Après la comparution du
Canada, le Groupe de travail de l'ONU a adopté un rapport comportant 68
recommandations formulées par divers États.

Pour la prochaine étape du processus de l'EPU, le Canada doit soumettre un
rapport écrit aux Nations Unies dans laquelle nous répondrons à ces
recommandations. Il importe de souligner qu'il ne s'agit pas de la dernière
étape du processus. La réponse permettra en fait d'ouvrir la voie à des
progrès continus au cours des quatre prochaines années, d'ici l'EPU
suivant.

Les gouvernements fédéral, provinciaux et territoriaux revoient
actuellement les recommandations et en discutent en vue de préparer la
réponse du Canada.

Les observations des organisations de la société civile et des
organisations autochtones est un aspect important du processus et assistera
à l'élaboration de la réponse du Canada.

Cette réponse doit être soumise à l'ONU avant la séance du Conseil des
droits de l'homme qui débutera le 2 juin 2009. Nous aimerions connaître
l'avis du plus grand nombre possible d'organisations de la société civile
et d'organisations autochtones d'ici là. Nous vous demandons donc

Good day,

As you are aware, Canada appeared before the Working Group of the United
Nations Human Rights Council on February 3, 2009, under the Universal
Periodic Review.  Following Canada's appearance, a report was adopted by
the UN Working Group that includes 68 recommendations from other States.

As part of the next step in the UPR process, Canada must submit a report to
the United Nations, through which we will respond to these recommendations.
It is important to note that the response is not the last stage of the
process. It will in fact set the stage for continued progress over the next
four years until Canada's next UPR review.

Federal, provincial and territorial governments are currently reviewing and
discussing the recommendations in view of the preparation of Canada's
response.

The comments and views of civil society and Aboriginal organizations on the
recommendations are also an important part of the process and will help
inform Canada's response.

Canada's response must be submitted to the United Nations for the session
of the Human Rights Council that begins on June 2, 2009.  In order to
ensure that the widest range possible of civil society and Aboriginal
organizations have an opportunity to provide comments within the short time
that is available to prepare the response, we are soliciting your views
through our dedicated Web page and email address.

The report of the Council's Working Group on Canada's review is now posted
on our Web site, at http://www.pch.gc.ca/pgm/pdp-hrp/inter/upr-eng.cfm.
We invite you to visit our Web site, review the UN report and forward your
comments to us via the following email address: epu-upr at pch.gc.ca.  To
assist you in your consideration of the recommendations, the introductory
Web page poses a number of key questions.

In order for comments to be taken into consideration in the preparation of
Canada's response, they must be received no later than April 24, 2009.
However, comments received after this date will be considered in subsequent
follow-up discussions.
