Hi, Nancy,
I would be pleased to continue this discussion with you off-line, however
suffice it to say, the proposed SCAN legislation would be a huge step
backwards for those of us who work in the field of homelessness.  The
legislation would allow people to be evicted without a hearing and it
targets the most vulnerable people in our society, including people with
mental health issues, addictions and alcoholism.  The legislation will cause
more homelessness in our community while not addressing the root causes of
these marginalized populations.  There are provisions in the current
legislation (Residential Tenancies Act) that allow a landlord to evict a
tenant in less than ten days for the types of activities SCAN purports to
address, without a loss of civil liberties.  Although crime rates are
declining, this legislation preys on the fears of  our community and offers
a costly, ineffective solution that will do nothing more than shunt the
problem from one part of the neighbourhood over to the next.
