I am not sure if this is helpful, but to clarify, SCAN would not allow evictions without going to court, as a community safety order must be issued by a judge.  

Also, mental health issues really do not come into the jurisdiction of SCAN at all as SCAN is aimed at properties being used for illegal activities such as drug trafficking or the illegal sale of alcohol.  Last time I looked, mental health issues were not on the list at all. 

The purpose of SCAN is to restore peace and keep our neighbourhoods liveable when there are difficult situations caused by ongoing criminal activity, usually drug dealing, in an apartment, house or room.  It is very targeted and can close one room in a rooming house or ban one person from a dwelling and leave the rest of the tenants in peace.

SCAN is not a comprehensive solution to the problems caused by drugs and addictions, it is one tool in a tool box that must include better prevention, treatment and so on.  I find it unfortunate that the debate gets so quickly polarized on these matters.

I wouldn't mind hearing this offline discussion or keeping it online.
If the legislation seems to target the most vulnerable, then how can
we constructively suggest changes to the legislation?  That is to say
how do we allow landlords to evict drug dealers and others who make
the life of neighbours miserable, without denying housing to people
with mental health issues?  For the people living next door with
absentee landlords, problem properties take a heavy toll on
communities.

I personally am a fan of Housing First approaches where case
management and property management are completely separated, and this
would be less of an issue.
